Voice: Well, sir, where would you say the tax-payer is getting the least return on his money? Senator: Well, the White House, of course! But that's an old tradition! Voice: No longer! In response to the President's plea to reduce wasteful federal spending, we're laying him off. Senator: Cute. Voice: No, we're past that - we've got the votes.
The least return on money is obviously the Congress.
