Boy: Ambassador Bush, do you favor federal guarantees on summer vacation loans? Bush: Gosh, yes! I think we have a serious youth problem in this country! Any time you have too many kids languishing at our badly congested country clubs, you have an explosive situation! I think every young man or women over 16 should be required to spend at least two months summering in Europe. I would favor that kind of program. Boy: What if they refused to go? Bush: I'd use force. After consulting with the affected nations, of course.
