As a result, it looked like you were more interested in scoring a public relations coup in Europe than in taking any real steps to reduce the threat of nuclear war. Reagan: Hey, c'mon, I renamed SALT, didn't I? Meese: Well, yes, sir, but that only meant you were committed to changing the stationery.
