Duke: The heat, the bad food, the nasty mood toward Americans-what a hellhole this country is! At least real estate's soft... Honey: Yes, sir. I think you've been making some excellent investments. Duke: This is about money again, right, excellency? Man: No, Mr. Proconsul..it is about hope...when the U.S. invaded us last year, Panamanians had every reason to believe that you would do right by us...we were jubilant! With democracy restored, surely the U.S. would rush to rebuild an economy that was devistated by both the invasion and two years of your economic sanctions! No such luck! When it comes to its neighbors, the U.S. always seems to have plenty of money to invade, but never enough to clean up after! Duke: Yeah, well, you gotta understand, excellency, invasions are paid for out of the President's discretionary fund... Man: I know, I know. And Congress is in no mood to rebuild somebody else's moribund economy. Duke: Right! So what do you want? Man: Re-invade us! Restore a little hope!
