Lacey: Mr. Speaker, during the last eight years, this body has taken a number of actions that have led to the largest financial scandal in the history of the world. Speaker: The S&L mess has covered this institution in shame. And yet never have so many exerted themselves so mightily to avoid taking personal responsibility for the roles they played.
