There are a lot of services in existing youth homes that can be cut out--medical care, drug abuse counseling, those sorts of frills... but most important, I'd cut labor costs by getting the kids involved in ther own keep--you know, food preparation, maintenance, yard work, etc. Bomb/Gingrich: Of course, we'd have to adjust the child labor laws... Duke: Liberal vhild labor laws! Surely that's not a problem?
