Correct me if I’m wrong, given that I clearly wasn’t there for it (:P), but I was under the impression that one of the things Woodstock was famous (or infamous, depending on who you ask) for was its LACK of meaningful security and keeping the peace, allowing most of the attendees to do, more or less, what they wanted.
The latter of which being a large part of what the nearby locals at the time had so much issue with the whole thing.
