I don’t understand why Endtown has any rundown stuff in it at all. it’s not like they took over an abandoned city with slums or something. it doesn’t make sense to me, with everythign else that they do, that they wouldn’t be right on top of making sure that their only place to live without fear of topsiders was in tiptop shape everywhere..Cities get slums and run down for a lot of reasons, none of which the endtower’s seem to have.
