We had an Engineering department like that at a company I worked at long ago. They solved the same six problems over and over.

“My computer isn’t working.”
“Have you tried turning it off and back on again?”
“No.”
“Try that and call back if you are still having a problem.”
“My computer is still not working.”
“Is it plugged in?”
“Plug it in and call back if you are still having a problem.”
Sounds a little like what has been happening in the White House – except that they’ve created problems and not solved them. Then they place blame either on the previous president, racism, Putin/Russia, greedy businesses, or climate change.
He should add “dumpster fire” if things get bad enough.
