Well for the students that were stuck on the Problem , but are inteligent in other ways the teacher did jsut give them the answer. So not so much Cruel but actually stretching their cognative abilities .

Where I was teaching college last year, the 40% not paying attention seems about right. 50% missing the broad hint is also about right. Sadly, 40% complaining to the dean that the teacher is too strict and that the grading is unfair is also about right, and 100% of all Fs being overturned into Bs is also about right.
