The USDA isn’t doing that as much as the plant seed and plant developers who want more sales of their products. The better things transport, the more a farmer can sell, the more seed for it they buy. Or grafted trees in cases of orchard fruits. And since otherwise the farmer is stuck with what they can sell locally, even if they make a bit more, there isn’t the volume of sales you get when you can ship to places the produce isn’t in season or the people aren’t going to the farmer’s markets so don’t know there’s better stuff at the time and buy what they always do…
