As for your brother-in-law’s shop, the membership should have had to vote to strike. A strike most of the time is not just about wages. There are benefits such as health care, vacations, overtime, hours of work, shift differential, retirement and too many others to list. I never saw a place where the union just ordered the members to strike. I have seen where the union ordered the members not to strike and they did anyway. That is called a “wildcat strike”.
