The first plastic shoes didn’t happen until the 1950s. What Mickey has are just meant to be simple-to-draw shoes and don’t look anything like sandals (which always have open toes). I don’t understand the confusion.
From the models I have seen, they go from bright to ugly in one move. But most will end up in landfills so future archeologists, millenia hence, will have something to study.

Mickey Mouse wasn’t in color until 1935 in the short “Band Concert”. This was also the first appearance of Donald Duck.
