Mostly people send annoying little forwards about what someone else was thinking. The craziest thing about news reporting on what someone says on Twitter (other than reporting on what someone says on Twitter) is that they tell you verbatim in the article what is in the tweet, then display an image of the tweet. I guess it is supposed to convince you it was a real message or that they needed to fill a lot of screen space.
