Elementary school kids are not always self-directed enough to finish their homework alone. I’ve seen my daughter stare at a blank piece of paper for half an hour. Then I sit next to her and ask a couple of questions and the whole thing is finished in 5 minutes. Sometimes it takes a parent sitting with a kid to provide focus.
