Let’s say a high school has some 4,000 students and a rule of no phone use during class. During class times how many are using their phones? Some surely sneak. But is it 10%? 2%? A handful? Should over 3,000 students be punished for the few? Let the teachers control their classroom by confiscating the violating phone until class is over, then return it.
