You only pay for Who’s Who if you want a copy of the book or to have a gloating entry. There is some sort of selection process so Neil is an unlikely candidate unless he’s magically doing well in class but has zero common sense. This is possible and would be a fun spin for Neil…but we’ve seen no evidence of him being a physics genius or anything.
