I thought it was obvious. The dog wants to play fetch.

Could it be a day late….meant for Memorial Day and the dog is fetching to a fallen soldier?

Try not to overthink it. Just a dog dropping a ball for the statue to throw. Dogs may not recognize statues as non living ball throwers.

Reminds me of the time I walked our pittie by the library where there is a statue of a young man sitting on a bench, reading a book. The dog was intrigued so I let him go to the statue. He was curious that a lick on the cheek got no reaction. I guess he doesn’t always use his sense of smell.

The pet is still in front of the pedestal.

Maybe pup is giving the statue his favorite toy out of respect. [Although I can’t quite see anything resembling a uniform.]
