Sounds like ingredients in the chefs’ baskets on Chopped. Let’s see…. I’d probably mix a little sprinkling of the sugar, ketchup, water and soy sauce, if I have it, into the peanut butter to make a dipping sauce and turn the can of tuna into tuna patties. Just need bread crumbs, egg and oil to fry. May not be great, but should be edible.
