I hope that each day will produce one laugh-out-loud comic (and am usually disappointed). Today I get a rolling-on-the-floor, disturbing-the-neighbors, comic. Thank you, OBH! Ruthie finally snitched about something of substance. Still, laughing at, and generally making fun of Buggy, would be the appropriate response. And he’s probably mooning the kids, not showing off his penis. (At least that would be the case with any little kid other than Buggy.) You can’t permit it, so Ruthie was right to snitch, but it’s not really a big deal.
Rereading the strip and comments. Actually, that’s not a college-based response, so much as a “give peace a chance” response. A college response would be to nab the little miscreant, haul him before a disciplinary committee, and have him undergo a month of consciousness-raising. And then expel him from the playground after the next offense. (And with Buggy, there would be one.) And the little girls are screaming because, well, little girls scream. Wait till the playground lady meets James.
