I have thought about this more deeply than anyone should ever think about a comic, and I think it is likely he came on board a crate of some kind (like how the other mice probably arrived). The ship comes close enough to shore that it isn’t inconceivable that a mouse could find a way in. It is pretty remarkable, actually, how mammals have found their ways to islands that one would have thought should be too remote, and then populated it over time, evolving as adaptation to the new environment, etc.
This strip reminds me of the time when I was 17 and in high school. It was 1973. It was the March school break and 50 of us were going to France and England. The night that we were to travel to Toronto to catch our flight a fierce blizzard was raging in our area. We were cautioned to keep off the roads—they were so bad. But we traveled to Toronto on an old school bus. While other vehicles would have been forced off the road that bus got us to Toronto. We nearly missed our flight—they waited for us after getting a frantic phone call from a classmate’s grandmother. I’ll always remember that ride. Like Louie—we got there!
