Okay, I have a really esoteric idea for Millie’s voice. At Disney’s California Adventure, there’s a nighttime fountain show, called World of Color. Around Halloween, it’s temporarily replaced with a special show called “Villanous”, in which a little girl named Shelly Marie seeks advice from villains to resolve her dilemma of picking out a costume. I think Millie should sound like Shelly.
