That’s only mostly accurate, saying willful ignorance of the law is no excuse would be more accurate, if someone spent 5 years in a coma, and broke a law that had been implemented during that coma within days of waking up, then ignorance of the law would be an excuse, because failing to learn the law when you have the opportunity, mean that ignorance of the law is no excuse, if you can prove you had no way to know about the law however, then ignorance of the law is an excuse.
Similarly, if someone from a foreign country is kidnapped and smuggled into another country, escape, and commit a crime in the progress, that’s not a crime in their country, then again ignorance of the law is an excuse, because they didn’t plan to go to this country, and so not knowing the law isn’t willful ignorance.

“Use law and physic only for necessity; they that use them otherwise abuse themselves unto weak bodies, and light purses; they are good remedies, bad businesses, and worse recreations.”—Francis Quarles
