There’s never going to be any true enemies in Phoebe’s world.
This is entirely a children’s friendly series with no scary stuff or violence whatsoever.
The scariest it ever got was when marigold got supposedly kidnapped on that train going through the middle of nowhere and that dimension seemed slightly like the world of Courage The Cowardly Dog.
But again not nearly anything like that.
Dakota is considered a bully in these books, but the worst she does is walk away.
A far cry from the usual depictions of bullies in stories or cartoons.

Calvin would make a good enemy, given his hatred of girls.

The monster in Phoebe’s closet could have been a contender, but her parents evicted him when he defaulted on the rent.

If a horsefly shows up, they could call it their enemy.

Ooo! There was a “mirror universe” Phoebe and Marigold? I’d have liked to have seen THAT!

Keep your friends close and your enemies closer. Which, sadly, is a lot of work…

This is like when Calvin has no enemies after building a snow fort. He’ll just give up soon enough.
