Puppy: It starts with little commands, and next they'll have you performing tricks like a circus seal. Look at them: chasing their tails like a pack of loonies. Poncho: Arf arf! Arf ar.... Puppy: Conformist.
Considering dog psychology, the only reason your mouth wants your tail anyway is because your butt has it.
Since Whitey’s tail fell off earlier, it isn’t clear whether it was ever reattached (the tail hasn’t been visible, but that could just be the artwork; Porcho’s tailless in the last panel today). If they’re still separate, that could both help and hinder Whitey in tail-chasing. S/he might actually be able to grasp it, but on the other hand the other siblings might hide it from him/her. Of course, Whitey’s the only pup who might be able to play “Fetch the Tail” as well as “Chase the Tail”…
