Usually, just people who want to show respect for someone else, usually this is to an adult. However, since those types of phrases are old and basically forgotten, nobody uses the word anymore. I’m sure it was used more often in 2000, or maybe it’s just part of Lincoln Pierce’s vocabulary and/or idea at the time.
If you talked Spanish then you would’ve used an ñ instead of an n.
