I’ve always thought that the strain on her scalp was the main plot hole.

Looking it up just now, I see that there are different versions of the story, which give different solutions to the problem of getting them both down. My solution would have been for him to throw her up some scissors. She cuts her hair shorter, and ties the cut off part to something in her room, then climbs down to join him.
