I am going to guess that Mrs. Haywire had put her foot down and refused to allow Rip to become a sheriff. That or Rip’s dad had a reserve clause to his employment contract.

In what state is the sheriff hired by the mayor? A sheriff is usually an elected official, by the voters of the county, not responsible to city government.
