Many countries have such rules as to avoid the national “unlucky” numbers, like the 13 in some western countries or the 4 in China and Japan (and there are others). Especially in hospitals these numbers are often avoided as room numbers. As for buildings: I’m working in a 30-storey-building and it definitely has a thirteenth floor. But I hear that in the USA this is avoided.
