    Dictators CLAIM dictatorships are efficient. In reality they aren’t. Mussolini did not make the trains run on time; in fact trains in Fascist Italy were notoriously random…. The secret police of Soviet Russia kept torturing confessions out of people and executing them. Meanwhile the real serial killers went right on killing.
