I just realized that while the shop owner is sweet-talking the mobster, he also has a chance to reach under the counter for his own gun. He just might be fast enough if for some reason the mobster hasn’t cocked his pistol yet and is right-handed.
Or if the mobster’s pistol has a right-handed safety and he left the safety on, then he’s really vulnerable, and it’s even realistic to think that the shop owner might notice this. OK, I’ve decided, this is my headcanon: the shop owner is playing the you-mobsters-are-so-cute delaying tactic while going for his shotgun under the counter, hoping to get it loaded and fired while Lefty McScrewup is still fumbling with the safety.
