Ginrummy–if the game isn’t tied after the final play of the fourth quarter, wouldn’t there have to be a kickoff anyway, so that the penalty could be enforced, even if there is no need for a kickoff?? Since a half can’t end on a defensive penalty, and the down is repeated in that case even if time has expired, this must be in the case of a penalty on the OFFENSE on the last play. So the team which was on defense then receives an arbitrary kickoff from the 15, right? Say wha’? (Can’t find anything to clarify this!)
