From what I gather, it’s caused by two things. First, many growers are moving away from it because it’s not profitable enough and second, the high-percentage gourmet brands that use so much more than the cheaper milk chocolate are getting more and more popular. Of course, if that keeps up, the price growers get will go back up and acreage will increase again.
