Are you sure that it was fish that they were serving?? And was it fresh or was it just about to go out of “code?!!” Most restaurants will offer the “all-you-can-eat” buffets on food that is close to the “code/sell by date” to reduce their stock!!
There is a business reason why that fish was all you could eat. As my dad used to say to guests only semi-jokingly, you might as well eat it, we’re just going to throw it out if you don’t.

We were at a Dungeness crab all you can eat years ago at a pretty good restaurant. But the bodies were so salty they were inedible, and the legs were not much better. They should have called it “ All you can throw away”.
No, the best all-you-can-eat fish fry is at the American Legion or the VFW halls. They don’t have old inventory they’re trying to get rid of. They’ve brought everything in specifically for that occasion.
