The General: Well...cheaper than barbed wire and guard towers, I'd guess.
This strip confuses me. If the residents of Elderpark have dementia I can understand the need to keep them safe within the perimeter. BUT the residents we see are perfectly fine. Why are they being held “prisoner”?
