I assume it’s to simulate the dog with it’s head out the window as you drive.

I do the same thing with my recumbent bike, but I leave the dog outside. Add a mogocinema headgear and smartphone set up with a gopro bike tour and you have the full effect.

I have a stationery bike that is used to drip dry laundry and one of the cats likes to sit on it. I find using it horribly boring.
