Walt Kelly used this in the 60s or 70s. The bear, dressed as Santa, discovered that Georgia was shown in a map of the USSR. The bear, who was from Virginia, feared that the Soviets had stolen it as well. This led up to the same line; yes Santa, there is a Virginia.
