A better way to save water is to take a clear plastic bottle, fill it ¼ to ⅓ with gravel or sand and the rest with water. Put the cap on the bottle and place in the toilet tank. Every time you flush you will save the displacement of the bottle. I grew up in California and remember the 1970 – 78 drought and the slogan “If it’s brown, flush it down, if it’s yellow let it mellow.” YMMV
