Somebody needs to convince Amelia of the magic of libraries first. Personally, I think that ought to be their higher priority at the moment—that secret spellbook ain’t going anywhere just yet.
In grade school, one librarian told me I was her favorite person. I’ve been a bookworm ever since. (She probably said that to all the kids, but the line had the desired effect on me nonetheless.)

I’ve been told Miskatonic has a dandy library complete with Celiano Fragments and Necronomicon. :) Hastur just loves the place.
