As strange as this may sound, I have to give a point (or two) to Voss. At least he wants to make amends for his past actions. The question is, what does he plan to do? He understands how powerful Envy is, but he can barely speak English.
If Envy wanted to, he could take away Voss’ ability to speak his native German, leaving Voss even more useless than he is now.
