Is the Wiz being sarcastic or not? His statement is positive but his face looks angry. He can have cruel thoughts and the rain could have given him some evil inspiration.
One night when I was a senior in college, I had an intensely emotional hour supporting and comforting my roommate through a personal crisis. Afterward I was so wound up that I had to get outside, even though it was after midnight, raining, and I was only wearing a housecoat and nothing else. Out I went into the rain and began wandering around the campus. I was immediately drenched to my skin, and my bare feet were so cold they ached, but I was so full of adrenaline that I couldn’t keep still. Eventually the exercised warmed me up, even my feet, and I started to process the emotions that had driven me outside. Then I began singing; I even made up two new verses to a song I’d written the year before (“…the rain about me’s falling, and my song joins its on high …” I finally ended up splashing happily in a little muddy streamlet, before wearily but oddly content making my way back to the dorm (as a senior, I had a key). I have to agree with the Wiz: “Nothing like a little time outdoors to lift your mood.”

There’s nothing like coming back in from the rain to lift your mood.
