Ziggy thinks he is not good enough and the Psychiatrists is actually confirming that he is good enough by saying what he has seen is plenty for Ziggy to feel inferior about. Anyway that is how I see it.

To paraphrase Eleanor Roosevelt, no-one can make us feel inferior unless we allow them to. There’s a great difference from feeling inferior, to knowing you’re inferior.

An inferiority complex is a psychological problem where you don’t feel as good as you really are. The psychiatrist is saying that Ziggy really is as inferior as he thinks he is, so in his case it is not a faulty way of looking at the world. (Not an inferiority complex.)
