I am by no means a fan of Bush, but the Dodd/Frank bill had more to do with the housing bubble bursting, and weirdly enough, Bush actually warned about it. He was responsible for huge debt from war and his Medicare Part D drug policy, but housing he actually got right (as the saying goes, even a blind pig finds a truffle now and then).
Putting a Republican in the White House would only drive up the prices of home building materials. Those “pigs” would have to make their own bricks and mortar (from mud).

I think you are looking for the Glass-Steagall Banking Act. It was the repeal of almost everything in it, that let the crash happen.
The Dodd/Frank bill was the washed down attempt to put something back after the crash.
