I don’t recall a high school (or college) graduation where that wasn’t done.
However, that wasn’t the case at my high school graduation many long years ago. Our caps and gowns were rentals that you had to turn in before you could get your actual diploma. (You got an empty folder when you crossed the stage). As I recall the caps and gowns were numbered and you had to turn in the same ones that were checked out to you.
