FYI….It’s Army “Corp” of Engineers, as in “body”. And, from Wikipedia, their mission statement: "The Corps’ mission is to “Deliver vital public and military engineering services; partnering in peace and war to strengthen our Nation’s security, energize the economy and reduce risks from disasters”.
I prefer congress and the executive branch not to act, just to continue…cause change is rarely good and only makes things worse (no matter which party does it)
in my state where we have only a 3 month period to make laws each year, I always consider it a success when there is not very many bills passed, where as others consider it a success the more that is passed.
I think the same applies to the feds the less laws passed, the better.
Executive agencies bite, and Congress is appropriately blamed for making it possible. If we had sane voters, there would be no EPA or FDA or SEC. The agencies allow bad things to happen, but prove their value by preventing good things from happening.

On the other hand, at that rate, when they do finally bite you are apt to be swallowed whole.

By the time Congress acts, what needed to be done has already been done, or it’s too late to do it.

With the Army Corps of Engineers, it’s just one dam thing after another. (Someone had to say it)
