The allusion being made in the expression ‘paint the town red’ is to the kind of unruly behavior that results in much blood being spilled. In 1837, the Marquis of Waterford—a known lush and mischief maker—led a group of friends on a night of drinking through the English town of Melton Mowbray. Still yet another theory suggests the phrase was actually born out of the brothels of the American West, and referred to men behaving as though their whole town were a red-light district. ( however I find no reference to communist)
Communism is an economic system (not form of government) which does not work because it is predicted on the false premise that all people are egalitarian. Capitalism is an economic system which does work because it is predicated on the all too true premise that (most) people are greedy.
This is really late, but if you want to know what the expression “paint the town red means”, it’s this. It means to go out drinking and getting into fights. Blood is red, therefore, when you fight, you paint the town red. You could not have had a red light district when this term originated because there was only gas lights with no coloring.

How to spot a communist at dinner:
Says: “I’ll have what the lady’s having,” and eats off her plate.
Doesn’t shut up about famous communists of our time (emphasis on “our”).
Offers to split the check.
