My mother said that we boys couldn’t “do stuff” to ladies, but when our sisters weren’t BEING ladies, it would be okay to treat them as other than ladies… carefully. It mostly worked out okay, though she did get called in to adjudicate (after the fact) pretty often, until we all grew up a bit.
She also was quite likely to rule that any particular problem was BOTH (or ALL) parties’ fault, in which case everyone involved got the same punishment. Even if she REALLY DID start it! :(
I was in elementary school in the 70s and was never paddled. Since this strip occurred between 85 and 95, I’d think that the school admins would be even less likely to break out the “board of education”. :/

One time I really “crossed the line” & my father prepared to spank my bare butt with a Hairbrush. As the brush was raised I turned around & said: “be careful, I’m fragile”. My father put down the hair brush a quickly left.Years later my mother told me the rest of the story. My father was laughing too hard to continue!
As for corporal punishment, look at it this way: You show someone what meanness is, don’t be surprised at how well they’ll eventually learn their lesson.
