Assuming that it’s India Ink, try soaking it in milk.
For a couch, you’d soak a washcloth in milk, then fold it and put it on the stain. Don’t scrub until the stain is loosened. It won’t work if the stain is really old, but it does if it’s new!
Then get the milk out with seltzer for a couch, or just washing it for your shirt.
Spray it with hair spray and wash. Be careful not to place it in the dryer until the stain is completely removed. The heat of the clothes dryer will set any unremoved ink stain.
