If the person talking is using their “inside voice” and not speaking so loudly that I can hear them 20 feet away, I could see your point, but most people I hear on cell phones are speaking much more loudly that they would for a face to face conversation.
The listener is not being rude, they cannot help but overhear what is being said. The person talking is being inconsiderate by putting the people around them in that situation.
I sincerely hope they never allow cell phones to be used for conversation on an airplane.
