Typical “equality of outcome” foolishness instead of “equality of opportunity”. It the trucks are filthy then they should be inspected more often and their license suspended/revoked on serious failure(s). It’s not the food trucks fault that the brick & mortar restaurants want to own the land under their restaurants. It only makes sense that the brick & mortar restaurants pay more — they use more of the city resources.

Why not use the same truck just opposite sides for the garbage in garbage out effect?

I sometimes think the garbage collectors in my city are as lazy as the guy in the comic.
